		<description><![CDATA[It seems apparent that the DOE does not understand or possibly doesn’t care about the financial impact the Upper Kittitas Water Moratorium has placed on the people, businesses and communities in Upper County.  How short sighted and insensitive the governmental agency must be or more to the point, uncaring of the negative impacts the moratorium has brought to so many people and at such a great loss and expense. Of course if their own Ox hasn’t been gored why would they know or even care.  Why can’t they understand that property without water is just dirt and because of no water, once valuable property with water sources becomes nothing but a parking lot? Numerous individuals, builders, investors, realtors, private owners have lost millions of dollars in land values because of no right to drill for water, no right to use available productive current wells to share water or not being in the proper “zone” to buy a water right to drill a well.  The DOE has spent over 2 year’s dilly dallying around with no positive answer or seemingly no direction that could provide answers to these problems.  To those of us not in the proper “zone” to buy water rights or to use existing well water we have, have lost potentially our financial future.  Who in their right mind would purchase any property without the knowledge water would be available from some source or type of arrangement.  How stupid to think that private landowners, land developers, private individuals who want a property will now buy or now own land without water.  The Upper County property taxes have dropped – the tax revenues therefore are less so the county is impacted financially downward by substantial amounts and the tax revenue will have to continually be reduced if water rights are not restored. Tax revenue on dry land will ultimately be very little if the assessments are fairly adjusted downward on lands without water availability. We all then suffer further as the County can’t provide as many services for lack of the tax revenue on higher valued land.  Real estate agents can’t sell waterless land –Their businesses have suffered with lost commissions, developers have lost money because they can’t build on land without water they bought before the moratorium. Municipalities have lost much in tax revenues and on and on.  How numb and dumb are the individuals who run the DOE – they sit on their hands while the entire Upper County waits and waits for answers. This of course is another governmental finger in the eye of the citizens who elected them to serve the people not destroy them.  For the DOE or anyone to say there isn’t enough water in Upper Kittitas for everyone’s needs is insanity. To say there isn’t enough water for future generations to live in Upper Kittitas is absurd. Considering the Upper County land mass  and geographical location and acres per person and the huge amount of water from all sources; snow melt, rain, rivers, ground aquifers is to say ”until we, the government, control your rights  as citizens because we can” we will stop you from any future development or profit from your land.  The entire DOE and government is out of line and should be replaced with individuals who understand and care for the people and their rights and who will move to a rapid and fair solution to this untenable situation.
